In November 2012, Juventas became involved as a partner in the implementation of the IPA project “Assistance Program for the Integration and Return of RAE and Other I/DPs living in Konik neighborhood”. The main applicant of this project is HELP - Hilfe zur Selbsthilfe (www.help-ev.co.me), while project partners (in addition to Juventas) are Danish Refugee Council, Budapest Roma Education Fund, Green Home and Legal Center. The project is financially supported by the Delegation of the European Union, the Government of Montenegro, the Fund for Roma Education from Budapest, UNHCR offices in Montenegro and Danish Refugee Council.

The main objective of the project is to contribute to the implementation of the Strategy for durable soutions regarding displaced and internally displaced people in Montenegro with a special focus on the area of Konik. The specific goal of the project is to provide access to rights including legal status, education, health system and employment of displaced and internally displaced persons and residents of Camp Konik, which would enable their full local integration or facilitate their voluntary return and strengthen the capacities of local institutions in managing the project. The target group of the project is RAE (Roma, Ashkali, Egyptians) and other I/DPs from Konik.

Within this project, RAE and other I/DPs living in Konik will receive assistance for their voluntary return to Kosovo and will improve their access to rights in terms of legal status, education, healthcare and employment in order to fully integrate those who decide to stay in Montenegro. Technical assistance will be provided to the Project Implementation Unit at the level of the Government that will coordinate, monitor and report on all activities related to IPA projects.

Juventas’s role is related to implementation of activities aimed at the social integration of the target population, based on participatory informal education of the RAE population, providing positive Roma models, psychosocial support, as well as information on active citizenship and civil rights.
