The International conference “Directing the prison to the Community” was held in Budva on 15 – 16 April 2014. The conference methodology included an introductory session and seven panel discussions on various areas of life in prisons.

Panel discussions covered the following areas: prevention of abuse and prevention of prison violence, labor treatment and employment opportunities after release; treatment: education and professional training in prison (the first day of the conference); health, treatment of drug users - organization, services and financing, comprehensive treatment: psycho-social support (counseling and psychotherapy), mediation, family support, recreational and creative activities in prisons, preparation services before release and services at liberty.

The International conference was opened with welcoming speeches by Mrs. Slavica Rabranovic, assistant Minister of Justice and Director of the Directorate for Enforcement of Criminal Sanctions, Mr. Andre Lis, Head of Cooperation in the Delegation of the European Union to Montenegro, Miljana Perovic, Director of the Institute for the Execution of Criminal Sanctions, Ivana Vujovic, Executive Director of NGO Juventas, Danilo Ajkovic, Project Assistant from NGO Human Rights Action.

The International Conference gathered 11 international experts (some from the EU countries) and 19 experts from relevant institutions (Ministry of Justice, Institute for the Execution of Criminal Sanctions, Center for Vocational Education, Center for Social Work Podgorica, Institute for Public Health, Employment Office of Montenegro), as well as 11 professionals from 5 NGOs (Juventas, HRA, Anonymous Drug Addicts, SOS Podgorica and ATAK).

The results of the international conference are professional articles and presentations of services and activities carried out in the work of prisoners, which are presented in this publication. We would particularly like to highlight the conclusions and recommendations from the conference that were the basis for the five-year Action Plan to improve the position of persons deprived of their liberty and post-release support presented at the end of this publication.
