With the financialn support of the Open Society Institute from Budapest, NGO Juventas, in partnership   with NGO Centre for Monitoring and Research – CEMI, is implementing the project “Documenting cases of the violation of human rights of drug users in the judicial system of Montenegro”.

The main objective of this project is to contribute to reduction of the level of violations of human rights in Montenegro, through identification and documenting the cases of violation of human rights of drug users before the judicial authorities of Montenegro.

The current situation in Montenegro shows that the number of persons who use drugs is increasing, which results in an increased number of crimes committed by this category of people. One of the available information shows that of the total number of identified drug users in Montenegro, even 61% was arrested at least once. Also, we can often hear complaints from individuals and civil society organizations regarding the issue of human rights of drug users, particularly that category of rights relating to the implementation of the standards of fair proceedings before the judicial authorities of Montenegro.

This project aims at the implementation of a number of activities, such as:

• monitoring of court proceedings;

• media monitoring;

• surveys of public opinion;

• interviews with target group of the project and decision-makers;

• collecting and analyzing reports of governmental institutions and non-governmental organizations;

• carrying out a comparative analysis of the legal framework;

• monitoring the treatment of drug users in prisons and police stations;

• monitoring the use of medical services of drug users in prisons, etc.

 This results in a creation of an objective image of the respect for human rights of drug users in Montenegro. The final product of this project will be a comprehensive report with specific conclusions and recommendations for improving the current situation regarding respect of human rights of drug users before the judicial authorities in Montenegro.

The project will last 16 months and will be implemented in all cities in Montenegro.

Partner institutions in the implementation of the project will be: Ministry of Justice of Montenegro, Supreme Court of Montenegro, Supreme Public Prosecutor’s Office, Police Administration of Montenegro, Institute for Execution of Criminal Sanctions, Ombudsman, Ministry of Health, Ministry of Labour and Social Welfare, Institute of Public Health Montenegro, Special Psychiatric Hospital in Kotor.
