In democratically developed countries, promotion of lifelong education aims to increase the employability and competitiveness of human resources, but is there an opportunity for young people to be lifelong learners in Montenegro?Against the system that reigned until about 20 years ago when it was possible to work and develop themselves but can only use the knowledge and skills acquired during their education, employees today do not have that luxury.This raises the legitimate question whether the young people in Montenegro given the opportunity to constantly work on improving their knowledge and skills through a system of lifelong learning and education?

In this report, which was created under the project "Fostering community - SPEED UP", which Juventas implemented in cooperation with the NGO SOS Phone Podgorica, and the Coalition of NGOs "For social change" with the support of the European Commission through the EU Delegation in Montenegro , lifelong education is not viewed from the standpoint of the process of permanent schooling, adult education and continuous professional development of teachers.It is positioned as a principle on which to build an entire education system.The report aroused great expectations, in some cases, unattainable, given the complexity of the factors and the number of stakeholders that influence policy-making in education.

In the past few years there has been progress in the development of vocational education viewed as a whole.Created the legal conditions for the recognition of non-formal aspects of education and established the system of recognition of ECVET credit where it is still to do.It must also be noted that the very system on which the development of educational programs promoted and brought to a satisfactory level.A positive shift is the fact that they started checking the quality in the licensed organizers of adult education in order to check the conditions and work methods.Also in 2014 it began issuing official certificates for National's expert qualifications by the Ministry of Labour and Social Welfare, which has further strengthened the role of lifelong learning and provide an opportunity for persons to increase their opportunities for finding employment.

Despite all the advances still committed there are several challenges that must be given an adequate response especially in the field of:

• the lack of adequate statistical base that will be used for the further development of lifelong learning and all its parts,

• the question of financing programs that are not regulated and which slows down and complicates I lifelong adult education

• lack of adequate data base on participants of the program, the problem of the lack of liability of licensed adult education organizers to submit annual reports on the operation and implementation of the program,

• the existence of the gray market in the field of adult education that the organizers carry out their training without obtaining the appropriate license for work,

• the lack of legal provisions to receive a license or loss of the license by the organizers of adult education

• lack of programs by region, program planning, which must be in accordance with market needs,

• the lack of a unified mode of selection of teachers for training under the program and so on.

Montenegro has a long way to go, but it is important that it laid the foundation for the further development in the field of lifelong education so far, and that is continuously working in this field.
