Vocational education in Montenegro, in accordance with the provisions of the General Law on Education and the Law on Vocational Education, implemented as lower vocational education (lasting two years ), secondary vocational education (lasting three or four years) and vocational training (up to two years, as a continuation of secondary vocational education).Taking into account the current situation, the monitoring team Juventas has prepared a report on the implementation of the Action Plan for 2012-2013, as an indicator for the implementation of the overall strategy for the period 2010-2014.It was created under the project "Fostering community - SPEED UP", which Juventas implemented in cooperation with the NGO SOS Phone Podgorica, and the Coalition of NGOs "For social change" with the support of European Commission through the EU Delegation in Montenegro. The report consists of three parts: a description of the general legal framework for vocational education, međunordnog framework for vocational education in the analysis of compliance of the Action Plan and the Declaration of Bruges, as well as a report on the measures implemented in the four-year period of the Strategy.

The Action Plan contains a range of measures developed for 9 priority areas for vocational education development: strengthening the institutional and legal framework, strengthening social partnership, decentralization, linking vocational education and the labor market, access to education (which implies the admission policy, network equipment to schools schools, professional orientation and social inclusion), the quality of vocational education and training (which implies quality assurance in vocational education and the teaching and learning), teachers and school administration, financing vocational education and international cooperation.

It is undisputed that the Strategy for the Development of Vocational Training in Montenegro for four years gave significant results.However, the overall impact of the project was missing.General comments on the Action Plan is that the indicators in many cases general, and that in the reporting are not followed.Also, a large part of the activities envisaged in the strategy is supported by donations, which is commendable, but project activities are only partly complementary to the activities defined in the Strategy, as can be seen the lack of a planned approach.

At the first priority objective of strengthening the legal and institutional framework, it is important to point out that it has adopted a series of amendments to the Law on Vocational Education, and a number of by-laws that contribute to the development of this field.However, the Action Plan has omitted to provide concrete indicators of changes that are envisaged for the period in the legislation.Also in the context of this objective, it is evident that the planned mechanism for monitoring and evaluation was not just as intended.Adopted only one report on the implementation of the Action Plan 2011-2012, partial information can be obtained from the Ministry of Education and the Center for Vocational Education for the activities for which they were responsible, but it was not anything on collecting and keeping records of the activities that have been implemented at the local level by schools and local communities.More general and difficult measurable indicators of the Action Plan, were disregarded when it came to reporting.This is particularly evident in the case of training planned by the Strategy, funded by the European Union, where data are made collectively, to projects that are implemented and not to the activities of the Strategy and Plan of training.In the second priority area - strengthening social partnerships - is important to emphasize that the agreement signed on realization of professional practice for the employer between the CSO, the Chamber of Commerce, the Montenegrin turistic Association and the Union of Employers in the form of guidelines, which significantly improve the organization of professional practice.

The most complex and the most extensive area of ​​the action plan - linking vocational education with the job market is also the area where it is already taking measures to improve the most.Established a national qualifications framework and developed a series of qualifications, occupational standards and qualifications standards.Specific analysis of the work on the national qualifications framework with the recommendations made within the framework of the study, "Effects of the reform of vocational education" by the working group of NGOs Juventas, NGO CeMI and NGO SOS Phone.Made five modularised, competency-based, credit-valued program of wide profile and adopted the two custom program for students with special educational needs, while model to adapt to the needs of adult education is still pending and not monitored adequately nor the application of the existing model of 2003 expert support to schools is provided in continuity, through training, technical cooperation Assets and organizing seminars and meetings between schools, and performs a systematic collection of information on the implementation of educational programs in schools through the processes of internal and external evaluation.Developed a network of adult education and has been a shift in the quality control of licensed organizers of adult education, as well as the recognition of non-formal and informal forms of learning.In this area it is necessary to pay attention to the activities carried out at the school level, such as internal evaluations, plans of equipping schools in the context of development planning and organizing additional and supplementary education.

The quality field in vocational education has been significantly improved by adopting a methodological framework for internal and external evaluation.In both the evaluation processes, special attention should be paid to the evaluation of professional practice, which is not contained in all statements and you should make a special set of indicators.It is necessary to harmonize the elements and the quality of school development plans, and provide support to teachers and administration in the formation of a portfolio of personal and professional development programs.Priority area of financing vocational education provided establishing a model of financing student or reform that is necessary to change several elements of the system of financing, to secure the cooperation of local communities and ensure that the transition to this model does not cause negative effects, such as the closure of schools with small numbers of students or reducing the quality of teaching in these schools due to lack of funds.Through nine priority area - international cooperation, a large number of study visits, trade fairs education and competition were held.
