“SPEED UP (Social Policies, Entrepreneurship, Employment, Dialogue UPgrading)” project, launched in August 2014, was supported by European Commission via EU Delegation to Montenegro, and is being implemented by NGO Juventas and SOS helpline for women and children - victims of domestic violence, in cooperation with the Coalition for Social Change. The Coalition consists of: Centre for Civil Education CCE, Centre for Monitoring and Research (CeMI), Centre for Roma Initiatives, CAZAS, Ekvista, Juventas, SOS helpline for women and children - victims of domestic violence, NGO Naše doba (Our Age) and Association of Youth with Disabilities of Montenegro UMHCG.

Aim of the project was to strengthen the role of civil society in further harmonisation of Montenegrin social policies with EU standards and to contribute to the process of Montenegro’s accession to EU. Within the project activities, members of the Coalition for Social Change go through a set of trainings on public representation, social entrepreneurship and promotion of qualities of service provision to vulnerable groups. The Coalition monitors social policies in the area of poverty reduction and social inclusion, and suggests and represents public policies in the area of social protection, employment, health and education.

The poll was designed by representatives of organisations that comprise the Coalition for Social Change. Thematically, the poll follows an area of special interest for writing studies of proposals of practical policies prepared by members of the Coalition and, in addition to this separate publication, the results will be presented in separate studies which focus on: position of women at labour market, better preparation of pupils of secondary vocational schools for labour market, adult education, national qualifications framework, rights of patients from specially vulnerable groups and material provision of families.

The questionnaire was prepared by members of the Coalition working groups, while obtained data were processed by Ivana Vujović and Sreten Jakić.
